SEO, also known as "Search engine optimization", has gained a lot of importance and recognition in the recent times. Link Building is the most important factor of SEO. Google’s founders, Sergey Brin and Larry Page, formulated a Search Engine algorithm that has resulted in making the weight of "out-of-page" or "off-page" factors important. These off-page factors increase the importance of the page. They have also developed a formula called PageRank, in which, the algorithm counts the number of sites that link to a page and assigns the page an importance score on a scale of 1-10. The higher the number and importance of sites that link to your page found, the higher is the Page Rank of your Web site.

So we see, PageRank is a numeric value that represents, how important a page is, on the web. Google figures out, that when one page links to another page, it is effectively casting a vote for the other page. The more the votes, casted for a page, the more importance, the page is considered to have. Also considered is the importance of the page that is casting the vote. These two factors determine how important the vote itself is. Google calculates a page's importance from the votes casted for it. How important each vote is, is taken into account, when a page's Page Rank is calculated.
PageRank is Google's way of deciding a page's importance. It matters because, it is one of the factors that determines a page's ranking in the search results. Though it is not the only factor that Google uses to rank pages, but it is an important one. Also, Quality Links are more important than Quanity Links.
